Paul Davis of NCI** was instructed not to return anything that was fabric and not to charge for it. They ignored this for several items; however, the most absurd example was two beach chairs.
They classified two $15 beach chairs as “Upholstered Chair” and charged $56 for cleaning each of them - more than three times the cost of new items.
